Immigration版 - EB2-perm-140和EB2-NIW-140能否同时递交？

1可能是弱问题，请大侠指点。
我的理解是eb2的两个subgroup是下面的步骤
EB2普通途径：perm->140->485
EB2-NIW: 140->485
那么是不是递交140的时候，只能递交一份（因为都是第二类优先）？还是可以两份？
两份的话，其中一个被拒是否影响另外一个？

3我觉得perm审查和niw审查是两个部门（劳工部和移民局），所以应该不冲突。
我的问题是，perm之后递交140和niw递交140会矛盾吗？是不是EB2类的申请只能递交一
份，要么是perm这个track的，要么是niw这个track的。

I don't know a sure answer to this question yet. pjiang at wenxuecity said
that these two categories contradict each other, as NIW waives PERM. If you
can get PERM, why bother NIW? But fishID used to ask some lawyers, and it
seemed that it was okay. I don't know the answer though.
一份，要么是perm这个track的，要么是niw这个track的。
I guess this is okay though, as people can have multiple EB1 applications (
EB1A by himself, and EB1B through company), so EB2 might also be okay that
way. In green card applications

    找个好老中律师，只要你有文章且有一定引用率，NIW应该没问题，就是要自己准备很
    多材料比较辛苦，但好处是显而易见的：不用依靠雇主，即使被雷了，中间没工作时间
    不要太长，交485的时候有对应的工作，就没问题。而且自己请的律师都比较靠谱，基
    本不会出现给你搞错耽误的事，递交文件forward各种notice通知递交485都很及时。公
    司的律师，就难说了。
    当然这也看个人，如果你比较拖拉，比你们公司律师的效率还低，那就算了。
