It is not legal to transfer an MSU parking permit from one owner
to another.

If you are eligible for a Grad Assistant permit, then take your
documentation to the MSU DPS office and get a real one.

You could be arrested and prosecuted if you try to transfer the
sticker from one car to the next.   Of course, you might not get
caught, but you might.   It isn't worth the potential trouble.

So, just get a legal one the official way.
